TEXAS EDUCATION AGENCY GIVES CCISD “SUPERIOR” FINANCIAL RATING
League City – Every year the State of Texas holds each school district accountable for academic success. Campuses are rated as Exemplary, Recognized, Acceptable or Unacceptable based on how students perform on the TAKS test. Did you know school districts are also rated on financial management?
State law requires school districts to prepare an annual financial accountability report. Clear Creek ISD just received a Superior Achievement Rating for 2008. The rating is based on financial strength, operating cost management, personnel management, debt management, cash management, budget planning and tax collections. CCISD scored the maximum score of 85 points in the financial accountability system.
“This achievement reflects the financial excellence our parent and community partners have come to expect from an outstanding school district,” said CCISD Chief Financial Officer Paul McLarty. “I am proud of our staff of financial professionals and the effort each has given to help us achieve this recognition." "It is also important to note," said McLarty, "that our administrative costs for 2008 were well below State standards." While the state allows 11.05% of the budget to be spent on administrative costs, Clear Creek ISD’s administrative costs for 2008 were at 5.75%. According to the CFO, "That is a true indicator that our district is run efficiently and effectively and sending more money directly to the classroom."
CCISD’s financial team led by CFO Paul McLarty, and Director of Finance Jeff Kohlenberg, recently was awarded the Government Finance Officers Association (GFOA) Distinguished Budget Presentation Award and Certificate of Achievement for Excellence in Financial Reporting. In addition, the Association of School Business Officials International (ASBO) recently selected CCISD to receive a Meritorious Budget Award and Certificate of Excellence in Financial Reporting. “In this tough economic time and with a less than adequate state funding formula, our stakeholders should be proud, as I am, of our finance team and District,” said CCISD Superintendent Greg Smith, “Their hard work ensures that Clear Creek ISD is able to hire the best teachers and provide a quality education for all of our students.”
