 House Bill 914 and Conflict of Interest

On May 23, 2005, the Texas Senate passed House Bill No. 914, adding Chapter 176 to the Local Government Code, and imposing new disclosure and reporting obligations on vendors and potential vendors to local government entities beginning on January 1, 2006. This includes School Districts.

Failure to abide by these new statutory requirements can result in possible criminal penalties.

Clear Creek Independent School District is requiring you to complete the attached CONFLICT OF INTEREST QUESTIONNAIRE (FORM CIQ) prepared by the Texas Ethics Commission, at the direction of the legislature and strongly recommends you become familiar with House Bill 914.

Clear Creek Independent School District will not provide any further interpretation or information regarding these new requirements. For more information you can visit the Texas Ethics Commission web site.  

Vendors or potential vendors are required to fill out and file a form questionnaire, which can be found below. You will need a copy of Adobe Acrobat Reader to view the files. Gifts received by a government officer from a vendor or potential vendor 

If an executive or board member receives a gift from a vendor or potential vendor they must complete a “Local Government Officer Conflicts Disclosure Statement” if the gift(s) received exceed $250 per vendor aggregate value in a 12-month period. The statement must be completed and filed by the government officer with the District within 7 business days of meeting the $250 aggregate threshold. Gifts of food, lodging, transportation, or entertainment accepted as a guest are not included in the $250 calculation and do not have to be disclosed.
